Festivals without construction will float your loyalty to decent lvls to begin construction. Make sure security isnt negatively impacting construction. Rinse and repeat. Eventually your fief will float itself even if you have a -3 to loyalty.

Festivals and games gives you loyalty based on the current construction of the fief. If loyalty is already low it won't help hardly at all and you can't build anything else. The only actual reliable way to deal with it is just find a governor of the same culture, stats don't matter, and then get tribunes of the people and forgiveness of debts
I've actually found that emissaries work really well to raise relationship with notables, since you can have a lot more companions than you would usually need for anything, you just leave them at a tavern in the town you want to raise relationships and depending on how high their charm is they have a random chance to increase relations with them daily, the higher the charm the faster it goes.
Just checked bannerlordperks.com for the new engineer perks in 1.5.7 (still TBD) and I thought it might be a good idea to also check for other construction boosts (1.5.6) in the mean time. The biggest source of construction is either prosperity or dumping money into the storage that drains over time to add construction. I think the governor only speeds up the construction by a percentage, but doesn't add any so it won't improve if it's 0 construction
A good way to nerf blacksmith is to use time in creating a weapon instead of stamina. Like half a day for a sword or other weapons and the time scales as it increase the tier. Add in things like equipment for smithing and also add bonuses for unit equipments to compensate for the nerf.

Stick with a governor of the cities culture, then don’t build anything. Cancel any current building projects and use the festival and games option to increase loyalty. Sit in the city until loyalty is around 30. Make sure there’s no hideouts around and solve settlement issues in the city and the bound villages.
